and questions potential E15 retailers should contemplate
before offering the blend. RFA technical staff offer free

equipment changes or upgrades needed to offer E15.

Biofuel opponents blame ethanol for corrosion in underground storage tanks (USTs), but ethanol is not the culprit.
Beginning around 2007, UST owners reported severe,
rapid corrosion of internal metal components in their diesel
fuel tanks. The reports typically described severe corrosion
of equipment in upper portions of UST systems in the areas
generally not submerged in fuel. Before 2007, corrosion
risk in diesel fuel tanks was considered minor. If corrosion
in a diesel tank occurred, it often appeared in the wetted, or
lower, portions of the tank. Because of the sudden change,
many parties started searching for the cause. Ethanol quickly
became the scapegoat; it emerged across the country around
that time. But blaming ethanol raised other questions:
• Why would ethanol be in diesel fuel stored in these

The EPA began researching the seriousness and extent of
the corrosion. The agency held discussions with UST manufacturers, service and maintenance providers, retailers, fuel
producers and others and worked collaboratively to develop
