sometimes win. When the entire concrete base under a dis-
penser is ripped away, it doesn’t matter how well the shear valve
was anchored. It, too, will be gone and the piping will break.
Maintaining a good, strong relationship between owners,
contractors and regulators before a crisis will ensure that, when
difficult times come, everyone will work together. The inter-

As Joplin and its fueling stations come back to life—
brighter and better than before—the most valuable lesson
learned by this inspector is that in the battle of Mother
Nature versus the human spirit, the people of Joplin
emerged the clear winners…and continue to be a great
source of inspiration.
Heather Peters started with the Tanks Section of Missouri Department
of Natural Resources (MDNR) in 1999. In 2005, she was part of the
“rebuilding” of the UST inspection program after the MDNR had lost
UST inspectors to state budget cutbacks. She recently worked with owners and operators to update Missouri’s technical UST regulations. As the
department’s UST technical lead, she inspected numerous tank facilities
shortly after the Joplin tornado. Today, she reviews submittals for new
equipment, new materials and compatibility, as well as special requests
for compliance determinations. Peters is also a member of the National
Work Group on Leak Detection Evaluations.
