problems. And many successful regulators have worked closely
with industry to emphasize compliance and solutions, rather
than imposing an overly bureaucratic, command-and-control,
top-down bean-counting approach. The goal should be
compliance and not enforcement.

combustible liquids project. I was still very much in the
learning phase—trying to master a new set of standards
development projects, an array of technologies I knew little
about and many unfamiliar issues.
From my (NFPA’s) perspective, the greatest impact of the EPA rules was the changes to NFPA 30A, Code for Motor
Fuel Dispensing Facilities and Repair Garages.
The 1990 edition of NFPA 30A was amended to allow
aboveground storage tanks for motor fuels, even at retail service
stations. The quid pro quo was the imposition of separation
distances from the tank(s) to the property line/nearest building,
as well as fuel dispensers that greatly exceeded what NFPA 30,
Flammable and Combustible Liquids Code, or NFPA 30A
would normally require. Maximum allowable storage quantities
were also established for individual tanks and for the aggregate
storage on site.
A secondary impact was the development of what I call
“new technology” tanks, such as the UL 2085 protected tank,
the UL 2080 fire-resistant tank and secondary containment-type
ASTs, the latter being a spill control technique borrowed from
underground storage tank technology.
